Over the last decade, Absolute Consulting has become the go-to company for procedure work. Our corporate staff includes four senior professionals with over 100 years of commercial nuclear experience, much of that being hands-on experience with procedure projects. At Absolute Consulting, we strive to provide procedure services that are high quality and cost effective for our clients by providing qualified professionals with the right education, experience, and skills to meet the requirements of companies in our five business sectors – nuclear, fossil / hydro, industrial, renewable energy and transmission & distribution.
The procedure services we provide include assessments, writer’s guide development, the procedure review and approval process, procedure use and adherence process, administrative control procedure upgrades, program implementation and technical procedure upgrades.

Florida Power & Light Company – assisting in project management and implementation of Procedure Upgrade Project of the utilities’ St. Lucie and Turkey Point nuclear power plants covering Operations, Maintenance, Radiation Protection, Chemistry and EOP procedures; developed Writer’s Guide and templates. Absolute Consulting supplied a team composed of a project manager, lead writers for Operations and Maintenance, senior writers and reviewers, editors and administrative support staff.
Diablo Canyon Power Plant - assisted in the Procedure Upgrade of the Operations and Maintenance procedures.
Palo Verde Nuclear Generating Station – assisted in the Procedure Upgrade of the Administrative, Operations, Maintenance and Fire Protection procedures as well as providing day-to-day support to Operations, Maintenance and emergency planning procedures.
Crystal River Nuclear Station – provided day to day support for Operations Procedures.
Nine Mile Point Nuclear Station – assessed all Unit 1 and Unit 2 technical procedures to determine areas that need improvement and provided technical support during the implementation process.
Ginna Nuclear Station – assessed technical procedures to develop a plan of action. Absolute Consulting also provided technical support and supplied project lead and writers for the upgrade project.
North Anna Nuclear Station – supplied a team of maintenance writers for procedure backlog reduction.
Constellation Energy – developed corporate policies and procedures.
Canberra Industries – provided technical procedure development for new radiation detection systems.
United States Enrichment Corporation (USEC) – supplied consultants to help evaluate software support for Corrective Action, commitment/action item tracking and procedure processes.
South Texas Project – provided day-to-day support for Operations and Maintenance Procedures. Provided I&C procedure writing support reducing backlog of procedure feedbacks. Also, consolidated five Writer’s Guides into one standardized Writer’s Guide for entire site.
Turkey Point Nuclear Power Plant – assisted in the plant’s computer utilization analysis and in identifying ways to comply with data acquisition and analysis requirements for continuous plant operations as the plant transitions to a new computer platform.
Millstone Nuclear Power Station (Dominion Power) – developed revisions for the Annunciator Response Procedure (ARPs), backlog reduction, corrective action closure and modifications for operations. Absolute Consulting also created and modified Orations, I&C, and QA to procedures as well as revised all Emergency Operating Procedures for Unit 2 and 3.
St. Lucie Nuclear Power Plant – developed Operations and I&C procedures for the implementation of the Distributed Control System (DCS) and the life extension projects.
Beaver Valley Nuclear Power Plant – developed and upgraded procedures for Operations.
Indian Point Nuclear Power Plant – Unit 2 – conducted an upgrade of the Emergency Operating Procedures and Abnormal Operating instructions.
Anniston Chemical Weapon Demilitarization Program – assessed the Operations program and implemented procedures for Westinghouse Anniston.
Yucca Mountain Facility, Department of Energy – coordinated with Bechtel-SAIC personnel to improve specific programs such as the Conduct of Operations and Maintenance. Absolute Consulting also coordinated the team to develop with administrative controls for programs such as Conduct of Operations, vendor technical information program, preventive maintenance program, and configuration control and work management.
